Key Personnel Available to Fibre Optic One, Inc.

Lawrence Keith Melvin                                                   President

     Involved in telecommunications construction since 1977, Mr. Melvin founded M&D Cable Company, a sole proprietorship, in 1980, and formed Star Cable Company, G.P. in 1983, providing cable television service to Franklin Furnace, Scioto County, Ohio.  In 1991 formed Cable TV Investments-One, Inc. to provide cable television service to the Otway area in western Scioto County.  In addition to his 26 years of construction experience, Mr. Melvin is an AT&T Certified fiber optic cable splicer.  Mr. Melvin has been very effective in identifying and pursuing new opportunities in the telecommunications industry, which have created tremendous growth for his business interests over the course of his career.


Joseph W. McGraw                              Executive Vice President

    A Vietnam Veteran, Mr. McGraw served in the 101st Airborne Division, receiving several awards for his service, including the Combat Infantry Badge and the Bronze Star.   After his military service, Mr. McGraw was employed in various accounting and administrative capacities, including:

·          Goodyear Tire & Rubber Company, Head of Production Control

·          Fruehauf Corporation, Material Control Manager

·          Scioto Economic Development Corp., Director of Business Financing

·          King River Limited, Inc., Treasurer

     Mr. McGraw became involved in telecommunications first as a partner in Star Cable Company, G.P. He continued this involvement by acquiring a 50% ownership of M&D Cable Company, Inc. in 1989 and the forming of Cable TV Investments-One, Inc. in 1991.

Beginning his involvement in cable from an accounting and finance perspective, Mr. McGraw has aggressively pursued knowledge and gained great experience in all operational areas of the industry, including construction, system operations, personnel, training, safety, marketing and customer service.  The knowledge gained has allowed the businesses to increase their capacity to serve the growing telecommunications industry, capitalizing on the opportunities discovered by Mr. Melvin.

Mr. McGraw graduated with honors from Ohio University in 1980 with a BA in Business Administration.  Mr. McGraw has continued his education by active participation in various industry trade groups, including the Power & Communications Contractors Association, the American Cable Association, the Society of Cable Telecommunications Engineers and the National Cable Television Cooperative.


Garry E. Lucas             Vice President of Network Engineering

Mr. Lucas has been involved in cable and telecommunications since 1982, starting as an installer-technician for Century Communications in Huntington, West Virginia, working through the ranks to serve as General Manager for Century’s Dillon, South Carolina systems.  Mr. Lucas served as Regional Plant Manager for Triax Communications and Rifkin Associates from 1992 through 1999.  Charter Communications then purchased these systems, and Mr. Lucas was appointed Group Engineer.  In that capacity, he was responsible for deployment of a hybrid fiber optic coaxial network covering three states and 5,700 miles of plant.  Mr. Lucas left Charter in 2001 and now serves as Vice President of Network Engineering for M&D Cable Company. Mr. Lucas attended Marshall University and has continued his education throughout his career and has earned the following certifications:

 ·          National Cable Television Institute, Advanced CATV Technician

 ·          Alcoa Fujikura, Ltd., Fusion Splicer

 ·          Cisco Products, Set up, Operation and Management

Mr. Lucas is a member and Past President of the West Virginia chapter of the Society of Cable Telecommunications Engineers.

  Kenneth L. Gabehart      Vice President of Marketing & Sales

      Mr. Gabehart began his career in the Cable Television industry in 1983 as an installation Technician for Harmon Cable Communications in St. Albans, West Virginia and later moved on to a contract installation service in the Fairfax, VA and Atlanta,GA and South Point, OH systems.  He then took a position with Thompson Cablevision where he was responsible for 8 CATV systems in West Virginia and Ohio.  In 1989 he moved to Helicon Group and assumed the role of Plant Manager responsible for all phases of the technical operations of 17 CATV systems in West Virginia and he remained in the capacity until the summer of 1999 when Charter Communication acquired the assets of the Helicon Group.  Soon after the acquisitions were completed he was appointed to the role of Director of Technical Operations for the Charleston, West Virginia group that covered 3 states with 34 CATV systems serving 120,000+ customers and 120+ technical employees under his supervision.

     Mr. Gabehart has served on the board of the West Virginia State Emergency Broadcast Committee and the West Virginia Mountaineer Chapter of the Society of Cable Telecommunications Engineers where he served as the Secretary/Treasurer, Vice President, President and Chairman of the Board.  He was founding member of the Chapter in 1989.

     Mr. Gabehart has continued his education through various training programs, seminars and symposiums that include:

      ·          Skill Path – Project Management Techniques

      ·          American Management Associations-Skills and Techniques for Supervision 

     He received scholarships from the SCTE that enabled him to achieve numerous certifications from the National Cable Television Institute as well as being recognized by the SCTE as a Broadband Communications Technician in 1995.
